In the 1874-1911, the Muslim clergy was considered the main obstacle to the Russian government's annexation of Adjara and strengthening its power over it. In order to weaken the influence of religious ministers among the local population, they replaced the existing land use laws in the region with their own laws, thereby contributing to the spread of Russian imperial power in the country.
